City of Houston Sustainability Action Plan

In 2008 and 2009, the City of Houston published an Emissions Reduction Plan that has driven much of the City’s current energy efficiency and renewable energy activity. In follow up, HARC developed a Sustainability Action Plan that created a strategy to incorporate additional activities to improve the sustainability of City operations and to support the City’s existing current energy efficiency and renewable energy programs. The plan also considers climate mitigation and adaptation strategies for the City to implement through 2030.

The project was led by Dr. Gavin Dillingham, Research Scientist in Clean Energy Policy, with support provided by Jennifer Ronk, Senior Research Scientist and Program Director of Environmental Science and Energy Efficiency. The Sustainability Action Plan focuses on City operations only and allows the City of Houston to implement cost effective strategies regarding energy efficiency, water conservation, infrastructure development, renewable energy and other operations that will result in a City that works in a sustainable manner by both using resources more wisely, as well as improving operational resiliency.

In follow up, the City of Houston recently announced its Climate Action Plan that will bring together stakeholders from across the community to develop a variety of cost-effective energy efficiency, renewable energy and transportation measures that will reduce community-wide greenhouse gas emissions and uphold the goals of the Paris Agreement. HARC will serve as the technical advisor and lead researcher on the project. Directed by a team including Dr. Gavin Dillingham and Marina Badoian-Kriticos, researchers will provide expertise to run the models and to develop the most effective climate mitigation measures in the region.
