Gavin Dillingham Keynote Speaker at 2nd Annual EES Conference
HARC's Gavin Dillingham, Research Scientist, Clean Energy Policy, was the keynote speaker for the 2nd Annual Energy Efficiency Sustainability Conference on October 20, 2014 in Houston, Texas.
During this presentation, Gavin presented his research on the Energy Efficiency Resource Standard. This research deals with predicting the likelihood of state’s adopting specific energy efficiency policies. He also discussed the current state of national, state and local energy policies and regulations and their potential impact on the deployment of energy efficiency across the country. This portion of the discussion largely centered on the EPA’s draft of the Clean Power Plan and the energy efficiency opportunities that may exist as this plan is finalized, particularly the impact on state’s Energy Efficiency Resource Standard (EERS). Other topics discussed were the 179(d) tax credit, benchmarking and data transparency and PACE.
