Our Work

City Efficiency Leaders Project

City governments are quickly becoming leaders in taking action to improve operations and reduce costs through energy efficiency projects. HARC, in partnership with SPEER and the Texas State Energy Conservation Office is helping to further develop these leaders and strengthen ties among Texas local governments by bringing city leaders together to learn and share best practices in energy efficiency. Our City Efficiency Leaders Project provides support and coordination among the six biggest cities in Texas: Fort Worth, Dallas, Houston, El Paso, Austin, and San Antonio.

As the city efficiency leaders retrofit public buildings, create innovative financing, benchmark and collect energy data, implement building codes, and initiate other new programs, HARC, SECO, and SPEER are producing a series of case studies documenting their best practices. The case studies are designed to provide insights, ideas, and information for other local governments interested in saving taxpayer money, stimulating economic activity, and reducing pollution. Check back every few weeks as we release additional case studies.

HARC and the State Energy Conservation Office (SECO) recently presented the second Houston-Galveston region workshop on energy and water efficiency. This second workshop focused on expanding knowledge of best practices in energy and water efficiency for Texas communities. We had over 30 attendees there to discuss water and energy concerns and solutions for Texas communities in the Houston-Galveston region. Topics presented included purple pipe and storm water management, PACE financing and CHP for Critical Infrastructure. These presentations can be found below in Presentations Documents.
